Some comments:
Form - doesn't read like a brief but a response to one. What is the brief of this?

Theatres - the specificity of the 'formation' make it sound like a response, again, what is the boring brief?

Budget - you must do the real estimated $ for tomorrow.

This brief seems like you haven't developed the design as much yet. What is it's intended relationship to the cathedral / accessiblity / flinders st / materiality...

What do you want people to read in the building and space? - to understand?

My quick look sees the foyer and circulation as grossly too small.
